If a buyer lies on their reason for return, it should negate further transaction, they should be reported for abusing returns.

eBay has no way of knowing who is lying, the buyer or the seller.
Descriptions are subjective. What is excellent condition could be fair condition to someone else.
What is a cream puff could be a pile of junk to someone else.

If you don't want to deal with the buyer again add them to your Blocked Buyer List.

You can report the buyer for abusing the MBG.
It won't help you any, but might a help a seller later.

Go here to report a buyer for misusing the Money Back Guarantee. https://spd.ebay.com/RBASellerHub

If a buyer lies and seller wants the item back then sellers sends a pre paid return label, have received the item back and have issued a full refund.
If a buyer lies and seller does not want the item back then seller immediately issues a full refund .
Haaving done one of the above seller has omly one way of reporting this abust to eBay and this is done through the order or case " Report a problem/ report buyer" and add buyer's ID to their block biddesr list.
I no longer get upset/ annoyed when buyers lie and to save my sanity I don't engane or get involved in a conversation with such buyers and incidents have reduced hugely since we have " Seller pays for returns".
Good luck with your sales.
