I am trying to sell on eBay again, but my old account has a lot of negative feedback from a few years ago. I am wondering if it makes sense to just start over or is there some other way to clean up this account. Even with the negative feedback I still have a score over 2000 and power seller icon.

@bigkidstoys10 while the negatives might not turn buyers away, what they say will. Many, many claims of false tracking #s is not a good thing.
You have two choices, start a new account, or buy enough that those negs roll off to your second page of feedback

Did you ever make an attempt to settle up with the buyers you messed with?? The sort of things you were doing is un-excuseable no matter what the reason. If eBay wants to do it right and allow you to sell again, you should be required to have a major escrow account and be banished from the site at the first hint of any wrongdoing.
Actions like yours are a blackmark against all sellers.

It's actually just the last 20 or 30 that are really bad, you had a good record going before that...
So what happened?
Did you get sick, end up in a hospital, orders come through and you didn't fulfill them?
Only you know the answer, is it something that ails you to this day?
I mean something made you not ship the orders, the fake tracking bothers as well especially since that rather lines up with reasons other than accidental... Did you find mind altering drugs?

Whatever it was, so long that is no longer a part of you...
Then you should be good, if it were me I would take up right where it left off and knowing things might be a bit tough at first but eventually all that would be buried...
But if whatever it was is still a part of you...
I wouldn't consider it under any circumstances.
