I can’t seem to message a buyer who ask a question on eBay

You should be able to.

If you're not able to, it's probably a temporary glitch.

There have been lots of glitches lately.

I would wait a while and try again later.

Click on the member ID from within the message, this will take you to their profile 

From their profile, click "Contact" on the right,

Select "This is not about an item", then "Continue"

I have seen that message for about a month!

If I do the drop down list next to the listing with question to respond, I get a message stating I can't due to being over 90 days old.??? I just received the message in past 24 hours. 

I can respond through my eBay messages inbox.

I had to mark "question answered" in the drop down to get it removed from my active listings.  ???
