I sold a iPhone 7 that was listed as for part and not working. I accepted an offer for £40. I messaged the buyer to about what was wrong with the phone. 5 days after the buyer received the phone he opened a return request. Reason for this he phone was not as described and said it won’t turn on. He knew this before making me an offer. What happens with the return request. It’s been 20 days since he opened it and he hasn’t yet asked eBay to step in. Once the 21 days are over what happens ?

You need to accept the return request if you haven't already.
If you did and the buyer doesn't return it in I believe 21 business days (extended due to Covid), the case is closed in your favor. If the buyer returns it within the time allotted, wait for it to arrive and issue a refund as appropriate.
All that other stuff about the listing and what the buyer knew or didn't know doesn't matter. The only thing that matters is ebay's Money Back Guarantee, which says buyers get their money back if they aren't happy, and that comes at your expense in various ways.
