I offer 30 days free returns. The man received item January 18. Today I receive not as described case open with ability to decline it. Man doesn’t respond and so I don;t know what is wrong. He bought radio that I fully test so my guess it is remores to try getting refund as he doesn’t respond when I told him I can offer him replacement. What is my next best step? Decline or approve?

The chargeback seller protection policy is fairly new probably less than a year old and there are some nuances to it as there are for a lot of eBay's policies but the chargeback situation was something they were ill prepared for when they moved to MP. PayPal used to provide this function behind the scenes and the seller often was not even contacted but then it was not often that a buyer won a chargeback either

If your buyer filed a SNAD (not as described) and the system allowed it to go thru, there is a chance if you decline they will just file with their CC and do a chargeback.
Is your goal to get the Radio back? I usually have a Buyer return for a full refund vs letting them keep the item AND the money from the return/refund. Sometimes, it deters them. In your case, not certain.
How much money are we talking about? That is usually a big factor for me - is this a heavy item to ship?

157 plus shipping . I am just afraid I will be receiving not my radio. Mine was good—I teste them myself before shipping. Shipping is extremely expensive around $18 one way.
i am on the verge of declining and telling him to return at his expense for replacement as item is past return for refund deadline. But how would such replacement work if buyer ships me piece of junk (like something else and not my radio) what do you think?
Buyer is not communicating so I have no clue what is going on. He is not covered by MBG.
i know that Ebay marks up metrics even if such retun is past deadline.
i have to make decision till march 10

Wow. That is an expensive radio!
I think you do what you feel is best - if you decline the return, you are correct, he is not protected by the MBG, but the Buyer can file a chargeback, which are difficult to prevail if the Buyer claims it was a SNAD (heck hard to prevail, regardless....lol)
Good luck to you. If you truly think this is a scam and not a radio that clunked out after 45 days or so, then decline the return and see what happens. All the best - sorry for your claim dilemma!

This is an awful situation many sellers have had to deal with. Unfortunately, you really have to approve the return so you can retrieve your radio. Even if eBay doesn't side in his favor for being over 30 days, he will do a credit card chargeback, steal your item, your money AND you will be nailed with a $20 "service fee" to boot. If they resort to a CC chargeback, it is nearly 100% guaranteed you will lose, chargebacks are almost impossible for sellers to win.
Most credit cards have a chargeback period of 6 months, some offer a period even longer, so the "real" return period for items bought on eBay is 6 months, possibly more.

Actually eBay does offer a little bit of seller protection against chargebacks especially in the situation where the buyer has opened, and lost, a previous eBay case. The following covers when the seller is covered.

I am unsure how old this is. But I had only 1 chargeabck ever about a year and couple months ago. I issued partial refund to someone claiming not as described without any details and any communication any explanation. I lost like $50 shipping back and forth . I had video item working after retrun. Description was acurate with all details. Maximum number of pictures. Ebay asked me to prove my case in 1 picture and bank ruled in buyer favor. Partial refund was allowed when buyer makes false claim and you are a TRS and offer 30 days free returns. Ebay refunded buyer and charge me $20.

I accept all returns within the 30-day window. No problems. I rarely accept anything after the 30 days. I could care less if they try a CC chargeback.
Doubt that I would ever accept a return on electronics after the 30 days.

I declined telling buyer that the 30 days policy return for refund expired and that I am happy to exchange the radio. I told him to message me so we can troubleshoot together and to arrange for exchange.

Men emailed that he had no volume in the car and went through 2 more radios and 2 workshops to get it fixed and so after he did he has no need for radio and he would like to just return it. He received item jan 18. I told him i can’t help him now as 30 days return for refund past.

I don't do returns so buyer has to pay shipping plus tracking to return an item. If they don't do tracking seller can say item never returned even if it was returned. Seller wins. Some buyers want partial refunds which is a no-no. Careful how you respond...buyer return unless you can afford to pay for their shipping which I don't do.
I don't offer returns but ebay over rides that with returns "not as described".
30 day free return has expired...he needs to pay for shipping with tracking.
It is a decline for me. I think it is past the time limit also and would contact ebay to close this case which usually requires me to drink a bottle of wine while contacting ebay.
I always worry about negative feedback...careful how to email on ebay...all emails can be read by ebay..

It just baffles me that Ebay allows buyers to open cases past 30 days seller retun policy and past Ebay MBG. They allow buyer to make up story and they put seller in a very awkward position. I offered buyer exchange but item is not broken. It was his car so now he doesn’t want exchange but to just return for refund. And what am I supposed to do? I have family to support and Ebay wants me to keep making exceptions? Oh on top they add case against sellerin service metrics for not as described although it was false.
i understand that it is all about making seller look like a bad one /crook and Ebay is all good an dthey want to keep buyer so that is why they allow that. It just another way of showin g sellers what they mean to Ebay.

What is wrong with this picture? You have a free 30 day return policy.
That means a buyer can return an item for any reason, including they no longer want it and guess who has to issue a return label? If you decline and the buyer asks for help or escalates the case eBay will step in and make the refund and not require them to return it.
Is this what you want to happen?
So what's it going to be? A or B
a) Accept the return and issue a return label and refund when it's returned.
b) Rufund and tell them they don't have to return it.
What's worse is if eBay steps in you'll get a defect for a case unresolved by the seller. Just a little reminder if you forgot.

I believe you have been around long enough to already know that answer. To answer anyway, a buyer who intends to scam has a good chance of getting away with it if they do it right. Luckily scammers are probably less than 1% of the population.
