I've accepted a return as I had a fault. Hence I have to pay it.
The buyer from the US. I'm not. Hence I can't buy him a label by Usps.
I want to pay him and he'll return.
He agrees.
However he wants to send by Fedex and claim the shipping cost is 300usd, but when I use eBay shipping calculator it should be 90usd.
He insist to use Fedex and get his 300usd.
I think it is not fair.
What should I do?

The buyer does not have the right to insist on the shipping method. As long as your method is equal to or exceeds what was on the listing, you are right.

eBay really needs to address this issue with return labels for O/S shipping and sooner rather than later. They are so quick to accept INAD and then an O/S shipment needs to be funded via other means or the seller losses the goods as well as refunding.
This OP is the perfect example of the complete and utter balls up this situation could cause.
What is stopping a buyer from getting the $$$ shipping cost via paypal and never sending the item back? They keep the item and get a nice gift of ''cash money'' as well. In this case, OP admits the item was faulty, but how many buyers simply claim that to get the return shipping funded.
This current system is a train wreck, and there has to be a better way surely, than having to have blind faith in the honestly of another eBayer.

While I agree with you @downunder-61 , the OP's issue is complicated by the buyer demanding something they have no right to demand.

Can you use a third party like Pirate Ship to Purchase and download the label then send it to the buyer via email?

While yes, there are tax consequences for the buyer, something tells me that typically these types are not the ones that "up to the rules" on complying with it.

Whether or not you owe taxes on your income is NOT DETERMINED by if you get a 1099K or not.

Where are you located? (your feedback page says that you are registered in the US)
Canadians and perhaps people in other countries can buy a USPS label through Shippo or Pirateship.
If the buyer uses a courier such as Fedex, you may get charged brokerage fees as well as tax and duty. In Canada if a return is sent by post and is marked as merchandise return, we are not charged tax or duty but I'm not sure if that is how it works with couriers or how it works elsewhere.

Your buyer is in the US, correct? But you are showing you are also in the US..so what country are you in then?
