I give up. Where do you view the reason someone retracted an offer? I've tried the ways I've seen shown and none of them are helpful. I had someone retract an offer on a fixed item. Where is this history eBay talks about??

Are you talking about offers, or bids? those are different things on eBay.
IMHO the reason most people people retraxt bids is because they changed their mind or are otherwise no longer interested in buying the item.
But eBay does not not allow buyer to choose that as a reason, so IMHO they just choose some other reason instead.

Actually, I believe eBay allows offer and bid retractions for the same three valid reasons although I'm not very familiar with offer retractions. Unfortunately, eBay no longer seems to be interested in allowing sellers to report invalid retractions although, unless it has been changed, making an invalid bid retraction is still classed as a policy violation.
If memory serves, the reason that the bidder gave for making the retraction appeared with the retraction notification in the bid history. Alas! The seller really has no way of objecting to a retraction.
I check a bidder's retraction record on their feedback as a buyer profile page and cancel their bids and block them if I catch it in time. Any bidder with more than one retraction showing gets blocked.
