Ebay Has Informed Us
If You Change An Items Price, You Will Be Unable To Use Markdown Manager For This Item For 14 Days.
We Have Had Price Changes On Some Items But Still Wish To Offer A Sale On Some Slow Moving Items. Under This Ridiculus Policy We Must Wait 14 Days. Why Why Is This An Issue For EBAY ?? Why Do They Have To Limit Any SELLERS Option To Create A Sale For Customers ?

I really do not see any kind of limit to you selling your item?
You are the one setting your
The reason they have limits to you creating multiply selling points in a short time frame is because they have actions in place to promote your items on both eBay and external search engine shopping opportunties. Not to mention several different email blast to promote buying on eBay.
Good Luck Selling!

Because SOME sellers jack up prices before creating a sale, giving the illusion of there being a "discount" when there is in fact none. Also, because SOME buyers saw that there was a sale and they impulse bought an item without taking 30 seconds to use the "sort by lowest price" filter in the Ebay search, to see if they were getting a good deal or not, and they complained to Ebay that they felt "ripped off" for buying an item on sale that was not a good deal. (ie, seller raised prices before making a sale), and even though the buyers could have spared 30 seconds of their time to run a quick 30 second search on Ebay, filtering by lowest price to see if they were getting a good deal or not, they didn't. So, they complained to Ebay.
And enough people complained to get this entire feature ruined for all the good sellers who just use sales to try to move inventory.
You may see several people coming into your thread to post the whole "I'M GLAD THIS FEATURE WAS REMOVED BECAUSE SOME SELLERS WERE RAISING PRICES AND THEN CREATING SALES AND THAT WAS DISHONEST, I'M GLAD SALES GOT RESTRICTED, BLA BLA BLA BLA BLA"
So be prepared for some people to flock in here and start saying that - they've been jumping from thread to thread, saying that on every post made about this topic.
So all in all...
A few buyers complained & a few sellers were dishonest and they marked their items up drastically before making the sale.
And for the 90% of us who were honest and didn't do that, we have to deal with the consequences.
C'est la vie.

There are several threads on this subject already, so you might want to go and read some of the information on the other ones (at least I found it helpful). While I may not agree with all the opinions offered on this subject, I do respect that everyone has a voice and opinion here. It's hard when Ebay keeps changing/adjusting things on a daily basis (or it sure feels like that often). Many depend on sales, and when those sales are impacted constantly by glitches/changes, it definitely brings on a great deal of fear & uncertainty. And mistrust. I don't understand the time period chosen here (15 days) as it appears excessively long. Under that theory you can't discount a 10 day listing that has been sluggish on views during the last few days to draw interest. That doesn't make sense to me personally. And no one seems to know how they arrived at that particular number. I have stopped trying to figure out why Ebay makes the majority of their changes at this point.

Walmart, you marketed and sold this item last week at a different price. You had recently change the price.
We Have Decided You Cannot Have Another Sale Of This Item For Another 14 Days.
We Are Protecting Our Customers.
How Much Control Is Needed In An Open Selling Market ?
We Thank You

Yes, that is the result forthcoming when ebay disapproves of what more than just a few sellers consider to be a smart selling practice.
Look at some of the unfortunate rules/ policies in place relating to feedback, shipping, the MBG, etc
How about those sellers that list USPS Priority mail, appropriately charging for priority mail service, but ship media or parcel select, and pocket the cost difference.

Yes, it has been explained over and over and over again.
But obviously some sellers are just not getting it.
They want to blame ebay or buyers or state nonsense comparisons of what other stores are doing which have nothing to do with this situation.

Ebay Has Decided That Their Buyers Lack The Knowlege And The Experience To Evaluate A Sale. Free Marketing, Free Decision Making Has Always Been An Option For All. Sellers Cost Change Often For Many Of Us. The Decision To Purchase Is Indeed Controlled By The Buyer.. The Decision To Sell An Item And To Price An Item Is The Sellers Decision. We Beleive Buyers Are More Knowlegeable Then Ever.
Thanks

Would this primarily be attributed to the extraordinary high quality of public education available today, focusing on analytical skills, special needs students, etc.?

How about ebay must have been contacted that what some sellers are doing is illegal so to avoid a lawsuit like some other stores were sued, they stopped the practice of illegal sales.
I have to say as a general comment, if I was a new buyer to ebay reading these boards deciding if I wanted to purchase on here, the way some sellers handle their business, and the absolute low opinion they have of buyers, I would immediately leave to find a better venue in which to spend my money.
For me this latest change is a real eye opener as to why some buyers have such a low opinion of ebay.
