Hello All,
My account was restricted because I missed 1 shipment. They said they sent me an email to correct the problem. I never got the email. I told them I never received it to no avail. How do I get my account back to being able to sell?

You haven't sold for over 90 days so it appears you sold 'a while ago'. This makes you a 'new seller' in the eyes of eBay. Is it safe to assume eBay had to get the money back from you- were you on Managed Payments then and were they able to get it out of your bank? If it was before and you never paid them, then nothing will change. 1 time selling something, not shipping it, not responding to the refund for it- is all you get. Once.

"I never got the email."
Having never got or read the email is not the same as they never sent the email. Search your eBay messaging inbox. This was within the past 6 months. It will be in there along with the messages you may have missed from the buyer. This is for the book you did not send. You may want to check the email address you have on file if you are missing messages.

eBay does not send emails - they send messages through the eBay messaging system.
That aside ...
You say you were restricted because you "missed one shipment". When they sent you a message stating that you were restricted, did it explicitly tell you that the reason was because you "missed one shipment"?
When they informed you that you were restricted, did they say it was a permanent restriction? If so, when you contacted them they may have been referring to that message, not saying they were sending you a subsequent one.
