Lately both a friend of mine and I have been unable to use Resolve an Issue when a buyer does not pay after several days. When we click the button under the Send Invoice, etc button, it comes to the sign in page. We sign in & it goes back to the sign in page. This has happened on several items. Did I miss something? If I did, why is it it still listed a a viable opetion? Thanks!

A lot of reports of this issue with no solution or even potential cause so far.

Where are you finding that particular link?
You can also start a Dispute in the Resolution Centre at the bottom of this page.
And even with Help and Contact, although that guides you to Customer Service which should be avoided for straightforward problems.
Also, why are you getting so many Unpaid Items?
Is there something about your listings that makes buyers wander off after buying?
You can add Immediate Payment Required to any Fixed Price listing and it will stay available for 30 days or until someone actually pays.

What kind of feedback do you figure that seller should leave, since he can only leave positive?
To whom would he report a non paying bidder?
All he has to do is open the unpaid item case, which can be done 48 hours after the end of the auction/listing.

As explained in the OP, the usual route to start an unpaid item dispute currently keeps looping back to the sign in page.
A workaround is to click Leave Feedback, then click Report Buyer, then click Open an unpaid item case.

I don't have a lot of unpaid items. I have just noticed this problem in the last few weeks, hey, I am a veteran from 1998. The last one I accepted their offer & it has been 5 days, no payment, under the tab that says Print label, send invoice, etc. It has a link to resolve an issue & it leads you to starting an unpaid issue that reminds the buyer to pay. I don't want immediate payment, some of my buyers buy multiple items & I offer discounted shipment. I do know how to "do" Ebay. They have a problem, not ME.

That is the whole point, lately it is not letting me or others I know from opening an unpaid item case.
