Buyer opend a "Item Not Received" case yesterday.
USPS tracking reported that the items had been misdirected to the wrong ZIP code (one digit off). The address labels are correct. USPS error. USPS used the word MISSENT.
I replied yesterday that the items are on the way. I replied again today that tracking had shown progress.
I received a message today via the Resolution Center from the buyer that the items had arrived today. Delivered. Tracking says Delivered. Buyer says thanks.
The Ship Date was Sep 2 (on time, tracked) and they were delivered Sep 13.
The case remained Open and Resolution Center said that I needed to take an action.
I wrote a message to the buyer indicating that he could click that he had received the packages.
Upon sendint the message, I got an error from the Resolution Center. Confusing.
Then checking back in another browser tab on Resolution Center it says the case has been referred to eBay.
I'm guessing that the buyer is trying to get eBay to pay him back because of the late USPS delivery, or something.
The Resolution Center now says "
I'm guessing that I'm in the clear because the items were shipped on time and delivered and that the buyer may get an "insurance" payout from eBay.
Is that how it works?
I'm asking those who know from experience. No guesses needed. Thanks

Directly under the "Here's what happened" subtitle on that return Details page, you will read who opened the case, buyer or seller.
If the eBay smartbot rules in favor of the buyer, you will earn an unresolved by seller defect. Unfortunately, you needed to have called instead.

The case has already been resolved by eBay.
eBay returned the frozen payment to me. I was not charged.
However, eBay sent me an incorrect response, saying that the date scan was after my stated Shipping and Handling time. This is false.
The order was received by me at 9:33 PM on Friday Sep 1. I processed the order by 11:30 PM the same night. The first tracking scan says Monday Sep 4 at 7 AM. Sep 4 was the next business day and also was Labor Day. This order had a Ship by date of Sep 5 according to 1-Day Handling rules. So it did not scan late. It scanned a day early.

I didn't see anything like that. The tracking numbers were already in the order. I reposted the tracking number in the case when I received it yesterday.
I don't know what "return Details page" means. This is not a return. Maybe you're talking about something else.

The message is related to the fact that the item arrived "late" according to your handling and the estimated shipping time. Once again eBay's inability to write a proper message explaining the result strikes again.
Per what the blues have said before since you have an ACCEPTANCE scan within your handling time the late DELIVERED SCAN doesn't count against you. If you have both a late acceptance scan and a late delivered scan you get hit on both ends of your seller performance for shipping.

Thanks. I separately received an email that said this case will not count against my seller performance.
We reviewed this case and have closed it without any refund to the buyer.
The case will not affect your seller performance.

Yes, eBay is incompetent because they clearly scolded me and then said "no problem."

You need to take action immediately. Enter the tracking information into the Resolution Center, even though it may already be there. This is important. Then CALL eBay and ask that the case be closed in your favor since the item was delivered. If you don't do this, they wILL close the case in the buyer's favor and give him a refund. Do it NOW.

See my prior posts. This was closed with no refund and reported here before you posted.
The OP also said I had reported the tracking info.
I did not call China (ebay suport)
eBay still scoled me for shipping late, which was false. I reported that at the "appeal" link and I got a response from ebay support (China, likely) that it was all taken care of.
eBay's handling of the details is a mess. The case is closed OK.
I will monitor my seller performace metrics to make sure eBay didn't botch this.
