You will need to register as a business with your government, the open a Payoneer account with your business name, then register as a seller on eBay and link your Payoneer account.

You will need to register with your government in Sri Lanka as a business, set up an account by which you can receive funds that is acceptable to both eBay and your government and open a selling account with eBay and then await for verification and approval by eBay before being allowed to sell on eBay.
