There is a user with ID: who listed electronics items at the same price of $8.99 while items have a value of $50-$100 , it's quite clear that the guy it trying to scam buyers and there are no goods for sale. I already reported the user and also contacted CS and they agreed that an action needs to be taken against the member and they already forwarded the report to their policy team who can take an appropriate action on the buyer, but from 2 days ago, no action has been taken and he is still collecting money from buyers and sold hundreds item. I reported many frauds so far and actions were taken in minutes, but for this one, it seems eBay doesn't want to take any action for some reason!!!
I also listed some of the items he already listed for sale but because of his fraud, I couldn't sell anything. Is there any way to stop such scams and fraud?

There are many ways in which a user's account may become compromised - not all of them are dependent on the user making a mistake, not using best security practices, clicking on dubious links, etc.
In this day and age it is entirely possible to have your personally identifiable information compromised through no direct fault of your own.
At the end of the line, there is always a weak link somewhere responsible when these things happen, but that doesn't always mean it is the individual victim themselves that was that weak link. Do the odds favor it? Probably. But I prefer not to make assumptions when I have zero direct insight into a specific situation like this.

@valueaddedresource Good points. Still not right to name and shame someone who may be a victim of a hacked seller account, whatever the cause for the hack. Besides that it's not allowed.

Good information. Actually, I have attempted test purchases from this kind of listings, and I found 2 types:
1- For listing at very low price "like $200 item for $8.99 ": they just provide a valid tracking number that is moving but will not be delivered to your address but somewhere in your zip code "perhaps they are hijacked tracking numbers from stores like BestBuy ,...." and once you file an INR claim, eBay will refuse your claim and they can withdraw funds.
2- For other low-priced listings: items will be delivered to you, but they are bought with stolen credit cards.

What are you trying to say? All sellers have competitors, and always check their listings to modify their price or item descriptions. Did I say I report my competitors? I do report fraud listings, and I reported the listings as fraud not because the seller is my competitor which is appreciate by eBay and all should do this, and as I know many do the same, that is why eBay created the report form. Again, why are you trying to support a fraud?

Many have focused on the SELLER while as stated in the topic, I posted it to see if there is any way to stop this fraud with any username!!

You are referring to things that It has nothing to do with the topic, eBay already pulled down the listings which means the account had fraudulent activity but you Instead of being appreciated, you waste your and my time for what it's not the concern.
It also seems YOU DIDN'T DO YOUR HOME WORK. This time, I'll explain it to you so that don't ask such silly things.
**The following apply to FREE shipping:
1- When you offer FREE shipping, it doesn't matter what shipping service with THE CARRIER you use as long as you deliver the order within the time-frame stated in the listing.
2- Free shipping service can be changed for many reasons, that is why eBay allows sellers to change it when printing shipping labels.
3- There is an option for high volume sellers which is bulk edit shipping, if you have many listings you can use the option but it doesn't mean you must use the changed method, you could use the selected shipping methods as long as it is available, it could be changed for many reasons like Multiple Item Orders, multi-variation listings in different sizes and weights.
Now, I have a question for you: WHY DO YOU SUPPORT THE CRIME?

Again, read the reply above, don't repeat yourself. Also, eBay already has taken action against the fraud and it's already resolved , so there is nothing to do for you.
