Hello I’m new here and sold a bag but recently had to cancel. I’m not sure why ebay is asking for me to put my card information as refund,
does ebay take the money from my account to refund buyer? But how do I get my part refunded?

The only thing I can think of is that you’ll owe $.30 to eBay, because that is the fixed transaction charge on a payment.

A few missing details. If you sold the bag did the buyer pay you before you canceled the sale? Why did you cancel the sale? Was it a BIN or an auction item. What was the amount of the sale? Depending on the answers to these questions it is possible you owe eBay for the FVF's and do not have funds in the bank account your eBay account is connected to. If you did eBay would have probably unilaterally taken them from your bank account.

When you don't have enough money in your account to cover the full refund, you need to supply a backup funding source. The full amount of the refund has to come from one source - ebay doesn't split it.
So since you don't have enough money to cover the full refund, they want to either charge your c.c. or take it from your checking account.

It looks like the cancellation is because the auction didn't go as high as you'd liked. Because you already have another negative feedback indicating that you didn't complete a transaction for the same reason, you are on your way to not being allowed to sell on ebay.
If you want to do auctions, you need to either start the bidding at the lowest price you will be willing to sell for or you need a reserve (which IMO is a waste of money).
But if you sell without a reserve, you are bound by the rules that state that you accept the high bid amount.
And although this is unsolicited advice, I'll offer it anyway.
If you're going to sell highly faked items, ALL pictures should be your own images taken by you with your own camera. Pics should show all the required elements necessary for a buyer and an authenticator to verify authenticity. The pictures in your listing are NOT adequate and you should never use other people's pictures.

^^^ Yes, eBay takes the money from your account to refund the buyer. You have nothing to be refunded for... you cancelled the sale, so your FVFs will be reversed. My guess is that the $.30 transaction fee is what eBay is reaching out for.

If the item was indeed on an auction and there were bids on it and the seller canceled the sale eBay will most certainly still charge the FVF's on the item based on what the highest bid was at the time of the cancelation. There were some details missing from the OP's post and were the reason I asked the questions I asked.
There is more to this and the complete help file can be found at the following.

The Auction wasn't 'ended', the Order was cancelled. Won't the seller receive fee credits, in that case? (Maybe a 'ding', too?)

Although the OP hasn't admitted, I'm guessing that the order was "canceled" because the seller/OP didn't think the bidding went high enough.
It's my understanding that for that type of cancellation, the seller has to pay the FVF.

Not sure the OP left out some specific details on exactly what they did when the canceled and/or ended the listing. No way to be sure without more detail from the OP.

Well, I learn something every day. I don't do Auctions, but the two times (years ago) that I cancelled (BINs) using OOS, I got dings, but got credits. And a (warranted) warning from eBay to get a better hand on my inventory... over the next 3 days. 😏
