Hi There

I've sold an item on ebay and received money through paypal

the item had been late due to some shipping troubles 

the buyer opened a case in eBay, and that one refunded his money which caused me a negative balance in Paypal

a week after, the buyer received his item

i tried to call Paypal but they keep saying that the transaction made through eBay, so there's no way to resolve it 

when i contacted eBay, they just keep recommend to send invoice to the buyer to return the refund payment, i've sent plenty of them, but he just keep concelling my invoices

Sorry to say there is nothing more you can do, you cannot force the buyer to give you back the money he was refunded.

Sorry for your troubles.  If an item not received case was opened and decided I do not think there is not anything else you can do about it here on eBay? 

The CSR person did give you the best advice about sending the buyer an invoice, which you have done a few times.  The buyer is not responding and probably will not moving forward. 

I think this is finished as far as any actions from eBay and or the buyer.  I would just let it go and move forward and understand sometimes the delivery services mess up and it costs sellers when this happens.

If you've already issued the refund, there isn't really anything you can do except rely on kindness of strangers (with apologies to Margaret Mitchell). If your buyer won't respond to your invoices, I'm afraid you're out of luck.
