I almost always ship USPS since we live in a rural area and there are no UPS or FedEx depots nearby.
If USPS loses a package (even one with a tracking number), they do not give a refund on the cost to ship the package, even though they failed to deliver it, unless it is insured.
Many items I ship go first class uninsured to save buyers shipping costs. They all have a tracking number but are not insured.
Do the other carriers refund you at least the cost to ship if they lose a package? Just wondering.....

UPS and FedEx build insurance of the package into the price automatically. That's why they always ask you to declare the value of the item you are shipping (and you should declare honestly in case something happens). Sometimes, they will even decline to ship the item if it is too valuable.
USPS on the other hand, will have you declare value ONLY if you are purchasing insurance. If USPS loses a package, you can get them (very begrudgingly) to refund the cost of shipping to you even if you didn't buy insurance, but you must have a USPS account and ship through that. But honestly, it's like pulling teeth, and rarely worth your time. They also won't do it for international packages, only domestic.
In my experience, unless you are a super high volume shipper, it's better to take the commercial/bulk discount that Ebay/Paypal offers as opposed to having your own USPS account and shipping through that. The commercial/bulk discounts will end up being much larger over time than a single lost package over the thousands shipped. If you do ship through Ebay/Paypal, don't expect USPS to refund anything without insurance.

Totally losing a package is rare, more often it is miss sorted and only delayed.
I have shipped hundreds (all USPS) and never had one go missing. I had one package delayed but it was a troop care package and the unit had moved, twice during it's transportation.

Though I agree it is rare for USPS to actually lose a package, I have had it happen a few times. The tracking numbers show they leaves the local facility and get to the sort center, but then the tracking stops and the packages are never seen again.
I have not had them refund my shipping costs any of these times and I wind up refunding the buyers all their costs. Am in the process of trying to find one of these lost items now but will most likely have to issue another refund soon.
Maybe the problem is in the sort facility but I have no control over that.

I agree with one of the other replies; unless you’re a high volume shipper AND this is an epidemic issue. Take the loss and move on. You’ll spend more time and frustration than it’s worth.
I have been using USPS First Class and have excellent results, added to the discount offered thru the EBay system I’m way ahead in cost savings compared to the couple of lost items value.

How are you attaching your labels?
I have been with USPS since 2000 and on eBay since 2004.
In that time I have seen a lot of packages. Most that I have seen damaged are obviously poorly packed. I have also seen some empty packages and a few times had to deliver just a label when it has come off the package.

I can see why not attaching labels can be an issue for losing a package.
There is no way that is my issue. I not only glue them down but tape over them too.
However, your point is valid for some lost packages.
