Refund and paypal holding

I recently sold a comic book to a buyer and they requested a refund almost instantly after

The funds they bought the comic with are being "Withheld" and I cannot access them. 

If I refund the buyers money through ebay - Does it take the money from the "Withheld" section or does it just pull it directly out of my "Available" funds. 

I am nervous because I dont want to give him refund and find out I lost double the amount because the funds are not in my available account.

If you issue the refund through Ebay, the withheld funds are transferred back to the buyer.  The refund does not come from your available balance. That's part of the reason why funds are withheld - in case there is a problem, the funds aren't able to be immediately transferred out of the seller's account. It's there and available to be reversed.
