How do you talk to an Ebay rep? What is the telephone number? I have been doing this blind.

Non Store sellers get 250 free listings per month.
What makes you think there are none?

You have 235 listing currently running and 85 listing that you started earlier in April that have already ended.
That's 320 listings so fees will apply to 70 of them

If this month's free insertions have been used, then insertion fees will also apply to the listings that began on March 24 and 26 which haven't rolled over yet this month.
Some new sellers are confused by eBay's jargon and think that they are allowed to have 250 active listings at any time. But the free insertions get used up when the listing goes live and are not credited if the listing is ended or sold.

When your listings roll over to the next 30 days, 250 of those listings are counted against your 250 for that next 30 days. So any listings over the 250 each month cost to run.

You can see how many free listings you have left by going to "My EBay" then "Selling" then scroll to promotional offers. All relisted items as well as sold items that relisted during the current month, plus new listings all count towards your free 250 listings.
Also, in case this is your question, only the actual listing is free. You still have to pay the final value fees for items that actually sell. In most cases the final value fee is 12.9% of the total sale (including taxes and shipping costs).

You don't need to call eBay or speak to any eBay employee.
All the info you need can be found here within the eBay site.
At the bottom of this page, you'll see six or seven headings in large type with some other info below them.
Under About eBay, near the bottom of the list, click on the word Policies.
In the fourth paragraph of Policies, you will see the words User Agreement, underlined. That's a hyperlink; click anywhere within those two words. You will be taken to eBay's User Agreement.
Notice on the left side of your screen there is a list of chapters and topics within the User Agreement.
Click on item #5, Fees and Taxes.
It is all there, everything you ever wanted to know about eBay's fees, and possibly some info you will never need. You'll have to read through it.
But I think everybody here has told you that sellers can list up to 250 items during any calendar month with no insertion fee. Whether you have a store or not.
