What are you listing?
While 99c is a low price, some sellers do use it in categories where multiple sales are expected from each customer.
Starting Auctions at 99c is a stupid move, since it is likely you will only get one bid and the buyer will not pay when he is "shocked" to learn that he will also be paying for shipping.
Some products are not allowed on eBay. Tobacco, liquor and firearms are obvious, but some PPE items like N95 masks can only be sold by approved sellers, due to a wave of price gouging and downright fraud.

You'd have to give us more information, we don't have all the information like you do, just a brief statement. There are endless reasons why Ebay may not allow you to list certain things. Guessing isn't going to do you any good.
What did the screen say when you tried to post it. Screen shot the error message for us and that will likely tell us more.

I get that message occasionally. It usually happens when I have forgotten to enter a price.

Are you entering it as .99 or 0.99? Try entering as 0.99, see if that works, or vice versa.

Hi, it is being rejected because the Buy It Now price must be higher than 99 cents, or so says the screen shot. So you have an auction and you are also offering the item for sale for 99 cents on a Buy It Now. So you either need to lower your opening bid, or raise the Buy It Now price. (Or you could remove the Buy It Now from your auction.) But since you are selling the card for 99 cents, why are you setting it up as an auction?
Edit: oh wait. Is it an auction? I jumped to that conclusion.

I see you have a "mystery" listing. I don't think those are allowed.

You gave a screen shot of the error message. Can you post one of the price section of the listing?

If this was an auction listing where you also have a Buy it Now option on the listing, the Buy It Now Price needs to be at least 30% higher than the starting price of an auction. If it was a fixed price perhaps as the other poster mentioned it was the way you entered the pricing. $ 0.99 not .99. Can you tell us what type of listing method you were using?

I am running a variation sale. Not an auction. I somehow have gotten the price of .99 listed for all of the cards I am selling. Not sure how I did it. But now when I edit one price to .95 I get the error message. I have entered the price 0.95 and .95. Neither are allowed. I am okay with the listing as it is now but I want to see how to avoid this issue for future sales. You can view the listing under item #362987444154 if you want to view it as it stands.
