So recently I received a offer for my item and it was very reasonable. I only ship within the United States. The Buyer's location is in Austria. They said, "I am interested in buying your item as a gift, shipping within the state, Please accept my offer and text me (Phone number) i have a question about your item. I texted them saying that in order to keep both of us safe I ask you to move over to Ebay for communication. Should I accept the offer? Or is this a scam?

If the buyer is able to contact you through eBay, there is absolutely no reason they need your phone number to text you a question.
If this proceeds like a typical scam, they will use a text message to ask for your PayPal email address, so they can send you money.
You would then receive an email that *appears* to have come from PayPal, saying that you need to ship the item and provide a tracking number before the money appears in your account.
The entire goal of this type of scam is to get your email address so they can try to trick you into shipping the item before you realize that you have not actually been paid.
