Did you mean to say “And eBay was doing payouts and getting my auto payments and according to eBay they cannot do that anymore?”
Sounds like you may have been opted into Managed Payments. Ebay is no longer using PayPal as its payment processor.
Or could be eBay is trying to verify your identity. Can you elaborate a bit on what the issue is you are concerned about? Are you located in the US?
