The ebay documentation says to go Account Settings -> Shipping Preferences to see if I'm enrolled in the ebay international program. However, when I go there it doesn't say and trying to look at "exclude shipping locations" from here says I'm enrolled in "business policies" and to check there, which also does not indicate if I'm enrolled or not.
When I look at a shipping business policies under the "International Shipping" pull down I am given these three options
1) Flat Cost
2) Calculated Cost
3) No International shipping
If it was enabled for my account I would assume there is supposed to be a "ebay International Shipping Program" option under this pull down? I do not have anything like that?
Would love some clarification on this. Thanks for any insights!

If you were eligible you'd see it at the very top of this page: https://www.ebay.com/ship/prf
If you do not see it on that page in a section called Shipping Service above the section called Shipping Settings then you are not yet eligible.
New sellers are generally not eligible for eIS. You have to wait until you build up sales history and seller performance and when you're eligible eBay will send you a message letting you know they're enrolling your account.

I checked your listing and is only shows shipping to USA locations.
To enroll in EIS (Ebay International Shipping) go to SITE PREFERENCES, SHIPPING (click on ENROLL). This will automatically shows "worldwide shipping" on ALL your listings. If you want to "exclude countries" you must change every listing manually or do a "mass edit".
To do "mass edit" select on listings you want to change and select EDIT (wait for page to open and then select BULK EDIT, EXCLUDE LOCATIONS (make your changes and save).

Okay thanks for the replies. It's funny because I talked to ebay support on the phone yesterday and was adamantly informed that I am already enrolled in it.
My ebay account is 18 years old, but I just started selling in August. Does it normally take a couple of months to get in?

I do not see "Site Preferences" anywhere. I'm on my laptop using a web browser. Is it through mobile app maybe?

It isn't Site preferences it's shipping preferences
You go to your account settings find and click Shipping preferences

It's an undetermined length of time, depends on your sales volume, seller performance, etc. You have to wait until eBay opts you in.
My previous response has all the info to answer your questions, including where to look to see if your account is eligible.

Appreciate the screen shots! I definitely do not have that section "shipping service" so safe to assume I'm not actually enrolled, as you said @wastingtime101 . Guess I'll continue to wait and hope eBay extends the offer to me soon. Thanks again everyone, this was more helpful than 2 calls to support.
