I haven't been able to find the answer to this question, probably right in front of my face but I can't find it 🙂
I have watchers on some listings that are not free shipping in one of my stores. I know when I lower the price they get a notice of a price drop. Does anyone know if revising a listing to free shipping without changing price alerts watchers that the item is now free shipping thus cheaper?
I also have no idea if eBay picks that up as a better listing now and it goes up the so called 11% better category chain for more visibility or does already starting as buyer pays shipping 'mark' it as such and a switch to free shipping makes no difference in this case?
Is it better to re list an ad that was previously buyer pays shipping or switch it over to free shipping.
Anyone know about revisions like this and how the bots and such seem to do with these type of changes?

I do not know for sure if watchers are given the info about free shipping, however eBay probably adds these listings to bulk marketing emails to interested buyers that talks about all these items have free shipping. Click here to see items.
eBay does lots of different kinds of marketing like this, where they assemble listings to market to filtered buyers whos actions have shown some kind of interest in the promotion they sent.

I've received notices that a listing now offered free shipping for items on my watch list and items I viewed in search. It's random though. Sometimes I get them sometimes I don't.

Members can opt in for notifications regarding the items on their Watch list, but they are not automatic. If a member doesn't opt in, then they don't get any notifications. I never get any notifications regarding anything on my Watch list, such as price changes, relists, shipping changes, etc.

Change the price by a penny, then add free shipping.

Yes, to what you said. You must have to opt in because I have a long watched list and have never received anything from ebay when a seller makes a change to the price or offers free shipping.
And from what others have posted if you opt in, then you have to contend with a whole lot of spam from them, so I just check myself if anything has changed.

When I'm subscribed I get a very high amount of messages. I have it turned off most of the time, but one or two months out of the year I go back and turn it on so I can see what subscribed shoppers see.
