Promotion Rules - such as combined shipping

OK, so I have two or more items ship for $5.80 (provided I put it in a store category that allows this promo to take place).

 

For the longest time, the banner was not visible to me because I'm in Canada, and if I changed my "ship to" location to USA, the banner would appear.

 

While working on modifying listings last night I noticed the banner is showing up when I'm toggled to international shipping. This means Canadian buyers can see the promo. Does that mean they'll get combined shipping? What about England buyers, where the item costs $16 to ship (and says that in the listing), does that mean when they buy two items they get it for $5.80?

 

The promo will have to be cancelled if I'm giving all sorts of discount shipping to all over the world. It's supposed to be for USA orders because it costs me $7.76 to stuff a padded flat rate mailer (of which I purchased many from Chit Chats), and I'm subsidizing the shipping by 1.94 to get my buyers to buy from me, and not sellers with higher shipping (plus I have to pay the eBay fees on shipping).

 

One option is to block international sales, but the international customers love to buy my stamp lots and I've had no problems shipping them, even without tracking.

It doesn't seem to work for Canadian buyers. I added 3 of your items  to my cart that showed the promotion. Each item showed 2.65 shipping to Canada and total shipping in the cart  is  7.95.  However, the fact that the buyer can see the promotion might cause a problem because they will probably assume that rate will apply to them.

 

If they are showing on .ca they won't see the promotion..just on .com.  I've never seen the banner on other people's listing so either you accidentally added international buyers or it's a glitch..hopefully a temporary one.

Thanks for trouble shooting for me. For regular coins (that aren't big), the discount for Canadians is actually better when I combine, I do up to 6 coins (pending on weight) for $2.65. There needs to be about 20 coins before I have to charge $5.80. But the promo applies to things like proof sets and coins in boxes, so I definitely don't want issues with that.

 

But I did think of something... my larger items (where shipping is variable for Canada and International) do not have international shipping offered at all, it actually says "may not ship to Canada/etc". So it probably won't be an issue with those items as I quote interested customers pending on where they live (and add shipping on checkout).

 

When I set up the promo, I did trouble shooting to see if it appeared to non-USA shipping locations and it did not, so it sounds to me like it's a glitch, or something they changed with their programming. So far no one has contacted me to ask why it costs more than $5.80 (if they live outside of USA).
