Say you went to a Donut store and they had one dozen maple frosted donuts in the case. You buy one and pay for it, but the person behind you in line wants a dozen of them and is willing to pay a little extra to make sure he gets a full dozen. They use your donut to make up a dozen for him and explain that you will have to wait until they make another batch for you to get yours.
If you are patient and can wait until the guy willing to pay a little more is taken care of, you should eventually get the donut you have paid for. Or, they might have some in the back room from yesterday and can get you one of those right now. Best you can hope for it that no one else coming in is willing to pay more than you for the next batch. Same thing with promoted listings, you will get yours in the search after others with deeper pockets are taken care of. You can only hope there aren't too many of them and you don't continually get shoved to back of the line to get what you have already paid for.

Not to mention what you have "already worked to attain"...i.e. excellent service, above and beyond feedback and seller metrics, TRS, following the eBay suggested nonsense at all times, etc. .....
Be an idiot seller and just Pay to Play? If it works for you (not to say you are an idiot of course), that is great. eBay wants more of your money, help them out.

First, your item is not hidden by every other promoted listing. That is simply not how they work.
Second, buyers who shop by price are still going to look for the best price, promoted or not.

No, buyers who shop on ebay are going to be shown what ebay decides they need to see. It has nothing to do with promotions, and less of key words used in a search. It is overly influenced by what you bought online, what you bought with your credit card lately, and what Google searches you employed. The artificial intelligence manipulated search sucks. Buyers are tired of it, sellers suffer.

And you know this fact how? Unless you are part of the team that works on the Algorithms you have no idea how Ebay is going about their business. You can believe what you want to believe and others can believe what they care to, but unless you work for Ebay and are part of the team dealing with this, your guess is no better than anybody elses.

If that's the case, it's funny that when someone posts about an item not being found in search, a half dozen posters here from all over the country can do the same search and get the same results.

Have to agree with itty here. What you have previously looked at and searched for is the deciding factors on what you will see - even if it was the same search.
To the OP - I promote at 1% - I've tried doing higher and I didn't get anymore sales but it is advantageous to me to promote at the 1% for additional exposure - that doesn't mean the person not promoting won't be seen and sometimes placed ahead of my listing depending on the algorithm criteria of the day.
Your beef should be with search - not with promoted listings. Again - it's an option - one I'm sure weighs heavily in the algorithm but only one of many things used in deciding the algorithm.
