When EBAY charges 12% for promoted listing,what is it 12% of ? is it just for the one listing ?

It depends on what type of Promoted listings you're using.
Promoted listings priority is Pay per click will charge you everytime your listing is clicked on, even if there is no sale
Promoted listings general is charged when the buyer purchased your item that uses this promotion.

Understand it before you use it. I personally do not promote. It's a personal choice, not a requirement.

Promoted Listing is a line item charge that is applied to a single listing as determined by you, not ebay.... (when you "promote a listing" you can use any percentage above 2.0%)
It is applied to the complete sale (item, shipping and tax) and is recorded as a separate transaction with a memo to the original order that it applies to......

It is for whichever listings you choose to put into a General Ad Campaign at the 12% rate, and whose sale is "attributed" to the ad. The 12% rate is applied to the entire sale price, just like a Final Value Fee. So it applies to the item price , PLUS any sales tax and any shipping the buyer pays. So, for a ten dollar item with a combined ten dollars shipping and tax, that means ebay will be taking 12% of $20.00, not 12% of $10.00. So, that's $2.40 taken just for the ad. If your regular FVF is, say, also 12%, that's a total of $4.80 you will be giving to ebay out of your ten dollar item.
A bit of advice: If you are asking this question because you saw a mention in the listing form to promote your listing at 12%, and other than that, you really know nothing about how ads work: Don't do it.
Take the time to learn HOW it operates before even thinking about using it.

@laserpartshq2 The same way they get away with charging that on the Final Value Fee. It's their platform. And it is not illegal.
But really, it doesn't matter how they can get away with it. What's important is that you UNDERSTAND that that is how they calculate their fee (whether you think they should do it that way or not simply does not matter). I've seen way too many sellers posting here who sold something and were taken by surprise by that calculation, because they had not taken the time to understand how ebay actually works. ebay is very clear about how it works, if a seller takes the time to learn before doing.

You can promote as low as 2%...do it for a trial at that rate...not 12%.
Anything sold promoted...that eBay promoted fee will be taken out in seconds from 'Available funds' while the the funds from the item sold is being processed.
