Why won't the website allow me to start a return for an item I purchased. The system keeps looping me back to the return screen. Unable to get ahold of eBay rep. Call center is closed due to coronavirus regulations.

How long have you had the item?
That shouldn't matter. An INAD can actually be opened even if tracking doesn't show delivered.
