I have someone who is irritating the hell out of me. He/she has sent no less than 8 low ball offers and every time I counter at the lowest price i want or I decline. I went so far as to block said person and I just got another offer from a different user name but the same exact location so I know it’s the same buyer.
I declined and set the minimum amount and blocked. He had another account made an offer of the minimum and I declined and blocked. I woke up this morning and he bought it with a brand new account with zero feedback at my sale price(running a Memorial Day sale) of 38.00 which is obviously more than his original offers and my minimum offer. Do I just send it? I know this is gonna turn into a 🤬 show.

eBay will expect you to send it if you are paid.
How do you know it is the same person making the offers and the one who purchased it? Unless the buyer actually tells you this I am not sure how would you know.

Unless this is a totally hot HOT item, the pattern (timing/new accounts) described makes me think the OP is correct.
@angeljordan98Your decision now is to either ship it, or take an out of stock cancellation which is a black mark that stays for a year. If it were me, I would go ahead and ship. What are they gonna do to you, give you a neg for spite? Big deal - we all get negs. Still, I'm sorry you got such a pest.
ETA: A neg (if that's a concern, not saying it is) is nowhere near as bad as an OOS defect and if it comes to be, we can help you with a good response, if desired.

If someone purchases and pays, you are obligated to ship.
In the future, when someone jacks you around like this with different buyer accounts, block them once or twice, then take your listing down for 3-4 weeks. They will almost always move on. Then before 30 days is up, pull it from your ended items and relist it (or do a sell similar). I have done this successfully with persistent pests, who simply give up and move on when the item is no longer available.

My experience has been if a buyer has made multiple new accounts like this they are unable to keep track of them and subsequently can't figure out how to ask for a refund or leave feedback. It may be a guest account and they need to use the order confirmation email sent by eBay for access. There's a good possibility that email was already dumped.

This is a good way to quietly get a buyer to move on without the hassle. I hope this was just an impetuous, badly behaved buyer who will keep the item.

Another option is to do sell similar so it's safely in drafts and then revise it to something else. You can do it for whatever is on deck to list or have fun and make it an item nobody in their right mind would buy like a $99 well chewed dog toy or pair of shoes used to mow the lawn.

The sell similar to keep it in the drafts is the way to go. I would not suggest listing it at any price if you are dealing with someone that is unhinged or may buy it just to cause havoc. Just pull down the listing until you think the coast is clear. Some buyers you just can't trust. (like what the OP has suggested) Listing it for fun may cause you more problems and not worth the risk. IMHO

Yea, in these situations I just end the listing and wait a few weeks to relist using sell similar.
