Can we create a private listing for a specific user?
I want to relist an item an item, but only as a private listing, specific for one user.
How can I create a private listing so only a specific member can see and buy it?

I have had cases like that. What I did was create a listing with no real detail in the body and only a generic picture. The body of the text said "As we discussed". an nothing more. Every one will be able to see it but ideally no one would give it a second look due to its lack of detail. That way even if someone did see it they would not have a clue as to what it was for.
Then you send the specific page link to your buyer. In order to avoid it from hanging around interminable I gave the buyer a specific (but reasonable) deadline to act. If they did not respond then I deleted the listing.

That is an interesting idea. Just don't put the price too high or it may get flagged as unusual and could hold up the funds. Also, if it sells as a Best Offer they don't have to pay right away if you usually require Immediate Payment.
I don't sell stuff in high demand, so when a buyer contacts me I message back that I will revise the listing (if the amount has changed) when they are ready and coordinate it that way through messages. Haven't had any problems.

You do realize this is eBay we are talking about lol. I wonder if some of these buyers even have single digit IQs. They definitely don't read the listings.

Possibly someone that was watching it? Just another angle to think about.
And, if the buyer opens an SNAD there is nothing in the listing for you to prove your description or actual photos so it could be a headache.

If the buyer opened a snad and there were a dozen pictures ebay would still tell the seller to send a label and refund when the item has been returned.

When I do a private listing I use the buyer's User ID as the title. Then it really isn't searchable except for that specific buyer.

I have created similar listings as "as we discussed" and have never had someone other than the intended buyer buy one. I generally use a title like "Item just for John"

I use the customer's eBay ID as the title.
The rest of the listing is as usual.
I also use Fixed Price and would suggest adding Immediate Payment Required. This won't bother the "real " buyer, but if another somehow finds it, he will be slowed down by the IPR.
The FP/IPR listing number and title are then sent to the customer, with a deadline, usually 48 hours. I'ver never had a customer not follow through promptly, but it would be my policy, if he didn't, to change the title to something more Searchable, and Block the time-waster.
This means I don't waste a listing for nothing.
The FB listing if not promptly paid, then stays in play for another 28 days or so.
