Print on demand products

Are we allowed to sell print on demand items like t-shirts on EBay?

How fast can you ship after an order is placed? (This one is the more important).

You mean like from Printful or whatever?  Yes you can, and welcome to a market that is so saturated that you'd better wear a life preserver.

I design them, but have an outside fulfillment. From order to receiving the product is about 5-7 days.

To put it clearly, the turn around time is about a week for the customer to receive their item.

You'll want to use delayed fulfillment, then - I'm sorry, but I can't find the help page for that but others here know.
