Greetings All: Two buyers out of CA purchased items from me, from 2 different ebay accounts I have. The addresses were on the same street with different building numbers in CA, Jk Noth Av Ave (Jack Northop Ave), and this struck me as odd so I did some checking. The buyer's shipping address on the other account also has Tesla Motors listed as part of the address and Tesla is located there. However the shipping address name is different, but the same last names, however. This is not too unusual as I have had buyers w/ different names than the shipping address and all has gone well. But because of the "coincidence" of the proximity of the 2 addresses it causes concern.
The other buyer purchased on the account I am posting this question on. Googling her address turns out to be a Shipto Store Location. Works kind of like Ebay Global Shipping, but for international buyers to buy with a US address, and I checked this buyers PP email and it is a hotmail.fr (France). Everything checks out at PP with both purchases.
Here are my questions: Does Ebay consider a package delivered if to a Shipto store and can the French buyer hold me responsible if the item gets "lost" somewhere in an international shipping/customs black hole? And does the status of the package even register as delivered when it gets to a Shipto store so I as a seller can CYA/wash my hands of problems with a "Delivered" notification? What if buyer claims damage, who then is responsible? Should I just be thankful that the similar addresses caused me to poke around and find all this out before problems and cancel/refund this "international" sale?

You're only responsible for getting the items to the official address of record that is provided by eBay/PayPal which if I am reading your post correctly, is located in California. Send the items with Tracking to the address provided and make sure this info is in the eBay transaction record and you're done.
eBay's MBG promise to buyers is null and void if the item is shipped onward from its original location. Here's a screen shot of the policy regarding what's not covered from the MBG FAQ:
It's not uncommon for foreign buyers to use a third-party freight forwarding service as it's generally cheaper for them to do so. Look at the comments other sellers have left for the buyer. If you don't notice anything troublesome there, then I wouldn't be concerned. Go ahead and ship.

The package is considered to be Delivered when it's scanned as such at the address you received with the payment. It doesn't matter where it goes after that as far as Item Not Received disputes are concerned; your delivery obligation is complete at that point. There's no reason to cancel and refund here, and doing so could net you a nasty account defect. If you're paid, just ship.

I had a buyer with the same address, and after reading these helpful posts, I shipped the item with signature confirmation. Now I'm getting an email every month from the buyer saying he didn't get the item and I reply saying that I have signature confirmation. How do I get the buyer to stop emailing me?

They will stop emailing when/if they realize that they didn’t void their PayPal protection when the item was forwarded. So you could lose if they file with PayPal according to other discussions read on here about reshipping problems. Don't know if there is a time limit for them to do so, however.

Incorrect, Paypal also does not cover the buyer for INR if a reshipper is used. The seller is off the hook for delivery once it shows delivered to the reshipper. Just like eBay you may need to rub their CS noses in the policy, but they do cover the seller when items are reshipped.

Don't answer him?
You can add his id to your communications block, but since you are in a recent transaction with him, that won't work. However, at some point down the line, it will.
