Possible Scam??

I have a customer who pretty regularly buys flags that I sell. They cost a little over $4.00 a piece. They insist on having it shipped USPS Priority Express at a cost of about $25.00 additional. They go to different addresses in the US. Some multiple shipments go to the same address.  It is never addressed to an individual but to an entity instead..(A storage facility, a restaurant, a service garage)..and always wants signature confirmation upon arrival. I haven't noticed any chargebacks or refunds on my account. Just wondering what would make someone pay 5 times the value of an item in shipping. This person has purchased them well over 40 to 50 times. Some of the orders are denied and sent back..they repurchase and have them sent to the same address only to have them sent back again. Help me make sense out of this. Is this some elaborate scam?

Not a scam. They are using you as their drop shipper and want their customers to receive the items quickly. Their customers are paying for this extra service and they are just the middle man.

Where I live in Canada, businesses often want to have a selection of flags in their establishment to celebrate multiculturalism.

I agree with @sin-n-dex. They are using you as a drop shipper. I have had a few buyers do this to me as well. It only really becomes a problem if they start costing you money. Then they get a ban hammer till they open another account to circumvent your block...
