I am an experienced seller on eBay who closed my old account awhile back and have decided to start selling again but I cannot find where in the heck to use advanced listing tool to list variations. Am I not allowed to list variations as a "new" seller? Really shouldn't be this difficult...

The "variations" option button will appear when you start a New Listing about 5-7 options/lines down under categories line/box. Click that button to start naming your variations.
NOTE: It is NOT available in ALL categories........I do not know if there is a list of categories you can refer to....I know it is not available in "Collectibles" but IS in Books

@mconno_42 Here is a link to the Help Pages for using the Business Listing tool, that's the new name for the Advanced tool

The Advanced listing form is also known as the "Business tool." You should see a link for "Switch to Business tool" at the top-right corner of the other listing form after you start your listing. Ignore the pop up window which offers bad advice for new sellers.
Then as noted if you set up a fixed price listing in a subcategory that offers the variations format, the listing form will automatically offer to let you set up variations. It's just below the line where you'd choose a second category.
There has never been a good up-to-date list of the categories that support Variations, and it's most of them anyway, so the best strategy is to just start up a listing with the category that makes the most sense for your item.

The availability of Variations depends on the subcategory, not on the main category. Some subcategories within Collectibles DO offer the Variations format:
