I sold new one sealed cpu, after some time from receiving (about 6 days) buyer open case that item is used and want return it. Its in warranty so I can send it to intel if not working. Firstly I didn't want to accept return because it was new one unit sealed by intel and probably buyer damaged it. I have documented complete packing proces with all photos, I escalated it to ebay and ebay send me that I must accept return. Ok so after some time buyer send me info about shipping cost. Very bad communication becaus he was from Russian Federation.
I sent 27 usd for return shipping to his paypal. 9 days nothing, no info from buyer about tracking. So I wrote to ebay that I dont have response from buyer. Today ebay close case and robbed me about 140GBP + ebay fees + 27USD for return shippment! I lost item, money for item and 27 usd for postage costs. What I can make in this case?

Make sure you block countries like Russian Federation for computer parts you'll be high risk of more scams, update your shipping policy. You can't do anything here but if your return policy says buyer pays shipping then you should NEVER send shipping money direct through PayPal you'll never see it again. You can try opening a case in PayPal for the 27 USD but you won't see the cpu or the 140gbp again. I would have never sent that to Russia to begin with. This is a known scam.

Never list anything you can't afford to lose. I stopped listing high price items long ago. Too many scammers out there that know that they can scam the system and get the item for free.

Keep in mind that No Returns does not mean No Refunds.
But- if you can show that you sent return shipping and the buyer does not show that he has returned the item, you should NOT have been charged for the refund.
I would start by opening a Paypal Dispute (under Tools on the PP account page) for Item Not Received, since the payment did not result in the agreed return shipping. If you back your PP account with a credit card, you may have to go to them and do a chargeback.
I don't understand how eBay charged you for return shipping, since that money never touched them. Are you conflating eBay and Paypal which are different companies?

I would never send someone money for return shipping. I would send them a return label, or arrange the return shipping myself. You can get a courier like DHL to do this, in your native language, no need to speak Russian if you don't speak it.
Russia, generally speaking, is a high scam region. Personally, I don't sell outside the US due to the logistical problems and frequent scams.

thanks for responses. I make all necessary steps as ebay customer support suggested. Ebay customer support write me that I have ask for paypal address and return shipping costs from buyer and pay direct to his paypal account so I dont understand why ebay close case before returning my item !?!? Buyer not response with tracking informations and last message from ebay was that its still reviewing and I have wait for options. Up to 5 hours from this then case was closes and ebay charged ME. I wrote message to ebay custommer support but I am still waiting for response. I dont understand why ebay make this when I make all necessary steps.

"Be assured, we will not refund the buyer directly before the item reaches to you. Further, once the item returns and if you find any issue with that, please reply to this email. We will be happy to help you"

But during case I have communicated minimal with 5 different people from ebay custommer support. Can I open PP case for illegal account debiting from ebay side when buyer not return item back?

That buyer is laughing in Russian right now.
I had the same thing happen to me but I didn’t think they would pull this for $10 item but they did so I lost money and item. No more Russia for me. I sell internationally but I have about 30 countries I won’t ship to.

First, I am so sorry you got scammed. This is just awful and my heart goes out to you.
I hope I can explain this so that it is understandable. I see you are in Slovakia. This is complicated because you are an international seller, using the ebay.com site, and your buyer is in yet another country still. So as you know, you must follow the rules for the eBay United States site. Where I believe this went wrong was your sending the shipping money via PayPal. You see, everything must be done thru the case. Ebay had no way of seeing that you sent the $27. Normally, they request you send a return label that eBay generates so that there is a tracking number associated with the return.
That tracking number is very important. If you sent a label (which I don't believe you could have done anyway without incurring a high shipping charge from an international carrier like DHL), then the tracking number needs to be uploaded to the case so eBay can see that you did two things: 1) that you responded in a timely fashion, and 2) they can then see the path the return package is taking. Once the buyer fails to send the item back within a certain time frame, eBay would close the case in your favor-- no item returned to you, no refund will be issued. That's the way it's supposed to work.
Instead, I think it likely that eBay did not know you responded, so the buyer escalated the case and eBay had to step in. Believing that you had not addressed the return, then the Money Back Guarantee rules kicked in, and thus eBay refunded the buyer in full plus shipping. So technically, eBay did not rob you, (altho I know you must feel very differently) because every seller who lists an item on eBay grants their permission to eBay to settle Money Back Guarantee cases as they see fit.
Without seeing the communication from eBay that outlines what steps they told you to take on the case, it is difficult to know for sure what happened exactly. So this is my best guess. What makes it worse is that you were diligently trying to follow the directions eBay gave to you. Your buyer sounds like a seasoned scammer who targeted you specifically so he could defraud you. The "free" $27 you sent additionally was just icing on the cake. This scammer is truly reprehensible.
All you can do now is to contest the ruling and file an appeal with eBay in hopes you can recoup your losses. Below is a link to more info on how best to manage the appeal. Gather all your evidence, including the proof you sent the shipping funds directly to the buyer's PayPal account, before you send the appeal. You have 30 days in which to act. Be thorough and present your evidence in as dispassionate a manner as possible. Good luck to you and i hope you are able to get satisfaction in this matter.

There are some bug on ebay server. Server give error "access denied" when I click to send appeal.
Sad is that guy from ebay customer support suggested me to send money for postage costs directly to buyer paypal address because buyer is from Russia and my local couriers not able to order pick up in Russia (its excluded). Customer support known that I sent money for postage costs before case was closed.

Seems to me that it is now ebay's responsibility to get shipping money to the buyer for the return. You have already provided it once, and I would not provide it again. Sending postage money via paypal has no seller protection that you will ever see that additional money again nor the item.

Why is the burden upon the seller to send additional money for return postage when it has already been provided through ebay? Why isn't ebay seeing to it that the buyer returns the item since return postage has already been sent and is documented through ebay?

Hi all,
there is some bug on ebay app because it crash when appeal message is too long. With shorter message I was able to send an appeal and ebay decided to grant my appeal. Ebay finally send me money for the item because buyer didnt send it, but I lost 27 USD for postage costs. I will never more send to Russia.
