A buyer hasn't paid for item as yet but wants to meet me to pick up the item. I don't mind as it is local. How do I get rid of the shipping amount? Doesn't the sale itself need to go through Ebay?

tell them you want cash at pickup and you will send an invoice after removing shipping amount.Have them pay you in cash when you meet

The sale did go through ebay. ebay allows for a local pick up as a delivery option, cash in hand. Send buyer a revised invoice minus the shipping cost. Important: Give instructions as to cash only; NO electronic payment will be accepted. Then set up the exchange, cash for item.
After your sale is complete, DO NOT mark item as paid, or item shipped. DO NOT mark anything electronic as to the completion of the sale, DO NOT leave feedback, even if you could. This is to protect you, the seller, against any INR claim your buyer MAY file. IF electronic payment is made, then there's traceability to the sale. Any INR claim by the buyer would most likely be won in their favor, since you would not be able to provide tracking on shipment, being it was hand-delivered.
The buyer may fear an NPI claim by you, the seller, but there's nothing to even gain there. So that seems kinda mute. It is in the best interests of any seller chosing local pick up/cash in hand to do whatever it might take to protect themselves.
