Paypal dispute, but nothing from ebay

I received no notifications from either. I just happened to be looking in my paypal activity  and saw that a buyer requested a refund 2 months ago in october.  So I matched up the ebay item and went looking. Nothing, nada, no mention on ebay of it at all. Just that the item was delivered and the tracking number. 

On Paypal, I can go to the resolution center, and the reason for the dispute was "never received item". 

so..when I click on "take action". the page dies out to an error screen. I have called paypal about both issues and they have no record. what?  is this just a scam? or a legit dispute? 

 why would someone not contact ebay if they never received an item? why do a charge back on paypal only

maybe it was a guest purchase and the buyer did not know how to locate it on ebay... but they had a paypal record for the sale. however, if this was opened via paypal two month ago and you did not reply within a few days, this most likely was closed in the buyers favor by paypal, and the funds for the sale were refunded back to the buyer. call paypal again and ask them to check in closed cases or all cases for it.

actually, its now closed. 

Paypal finally got back to me, and  the buyer had opened the dispute on 11/21 for an item she bought from me on ebay on 10/19. Not only did she Miss the 30 days, but under reason she put "never received item". The tracking showed otherwise. I had shipped same day, and she received 2 days later.  Paypal immediately closed the case in my favor. 

  I have no clue if this was a scammer? or a victim of a porch pirate.
