Every since eBay started charging Taxes, paypal has been charging inconsistent paypal fees... First of all, I am AWARE that they are charging the standard paypal fees on the entire purchase price and we are paying fees on the buyer's sales tax, which seems messed up itself... but I figured that out... that aside, even items that sell that don't get charged Sales Tax are extra, and I ALSO AWARE of non-confirmed addresses where the paypal fee is higher.. Been selling on eBay for many many years...
CONFIRMED address sales are being charged higher than the 2.9% plus 30 cents flat. Here is an example - sold an accordion for $410... this address is CONFIRMED.. buyer lives in USA.. regular buyer - item NOT going overseas... paypal fee should be $12.19 (2.9% plus 30 cents). For no reason I can find I was charged $18.34. WHY???? THIS HAPPENS ALL THE TIME NOW... No Tax charge... Not overseas... I pay $6 plus extra for what??? See screenshot below... and this came out of my final balance...

Overseas buyer with a non-US Paypal using a US address/freight forwarder maybe? Where is the buyer registered?
If not that, not sure what else it could be. (no, I did not do the math because...'ya know...math lol)

Looks like the PayPal fee for someone paying with a non-US Paypal account. $18.04 is 4.4% plus the 30 cents equals $18.34.

Are you positive the buyer is in the US with a US shipping address or could he be registered in another country with a US shipping address? Or could he have an International or off shore bank account? (yes) The fee to accept that payment is 4.2 % plus $0.30. $18.04 + .30 is $18.34 and matches what PayPal deducted.

Is says ADDRESS CONFIRMED and buyer confirmed he lives in USA and is simply buying something on eBay, but since the fees add up perfectly to indicate it is a non-confirmed overseas address, that is why the fee must be higher.. but again, ADDRESS CONFIRMED.. Buyer lives in USA.. oh well; if this keeps happening I will call paypal and find out why confirmed USA addresses are getting feed as if overseas.

A confirmed or unconfirmed address doesn't make any difference in the fee's.
Buyer could have a US address, but an overseas bank, which would cause the higher fee's.

The buyer could be setup with a International Paypal account. That is why your being charged the extra fee amount. As long as the item is shipped to the address and makes it to the address location delivered it should be fine. Had this happen to me called Ebay and Paypal to confirm. Extra fee plus seller has to worry about the package making it to that location delivered. On your orders page click arrow down look into view record it will show buyer info.
