I've been a seller on eBay since 1999. I've had 708 positive FB, no neutrals and 1 neg in all that time.
Recently PayPal started putting all my payments on hold. They are currently holding $1200 total.
They can't give me a solid reason why they're doing this, they can't tell me when it will stop. Their customer service is terrible. The most recent agent I spoke to actually refused to connect me to a supervisor saying, "they'll just give you the same answer so I'm not going to waste their time."
I have cancelled all my listings on eBay and won't resume as a seller unless I can get an alternate way to receive funds besides through PayPal.
Anyone else with "funds on hold" problems?

What they did was per policy. It is for all new sellers and sellers that have been away for awhile and returned. Below is a link to the policy and what you need to know so you can get your money released in time.

Why do my funds show as pending?
The most common reasons your funds would show as pending are you have a limited selling history or you aren't meeting eBay's minimum performance standards.
When can I expect to get paid?
The most important thing you can do to help get paid faster is ship the same day your buyer pays and follow good shipping practices. You should encourage your buyers to leave a feedback only after they receive the item. This helps us estimate the delivery dates more accurately and feedback left before the item is received may result in a delay.
Based on your shipping method and the shipping information you provide, here's when your funds should be available
Keep in mind that it may take longer to get funds if your buyer reports a problem or if we detect any risk with the transaction.

They say it "might be because it's a new PayPal" but it's not.

I've pulled my listings. If eBay will allow me into the new program I'll relist them, otherwise I'm done. I won't use PayPal for any further payments.

You do realize this is NOT a PP issue. It is the rules that Ebay has. I provided a link earlier, but here it is again for your ease.

It is a good rule. There are many good reasons to have this. And if you think you will bypass this rule if you get accepted into Managed Payments, you'd be wrong. MP is an Ebay money processing service. I think it is safe to say they will apply this rule to payments processed by them too.

The eBay policy about when funds will be available doesn't make any mention of a payment processor, so it applies to both PayPal and Managed Payments.

I'm unsure as to your response. Lacemaker posted the policy on this subject. It is what Ebay's policy says, not any interpretation by me or Lace.
To my knowledge Ebay has not released a separate set of rules for those in MP and those that aren't on this subject. It currently is a single policy for Ebay.
