Keep in mind that the FCC is the LAST government regulator that should be seeing an eBay complaint. Also keep in mind that my posts here will not relate this kind of information in the future. It wasn’t enough for eBay to stop messing with its users, it should have been better holding people accountable internally. My experiences here at eBay will be related to the EU more frequently and fully than they are relayed here in the eBay (“we don’t work for eBay”, “eBay is not here”, “ebay executives do not look at this”) “Community”
Also, I know why you are doing this and you are doing it to the wrong person.
TITLE REDACTED
This purposeful eBay “management” tool is horrifically simple. Do not allow a user to change their phone number by denying a specific user a FUNCTIONAL data field. No matter what number is entered into this data field, it will generate an error. Additionally, eBay allows NO RESOLUTION for this issue. There is no customer service department or team that can fix this. It is by design. It is very effective. A “IT” action ticket will NEVER be generated, looked at, responded to or addressed. You can’t keep your account if your number expires and it was NEVER changed in their system.
I am trying to change my number to another that was ALREADY on the account in the past and is a valid t-mobile line I have used for over a decade on eBay. It is a number I have already used to speak to a senior eBay customer service agent attempting to troubleshoot the issue.
I have spent somewhere between 40 and 50 hours trying to resolve the issue. I have not resolved it on ONE account in a week of effort. I have spoken to countless customer service reps who cannot fix the issue. Many were honest in explaining they were not empowered to fix the issue. I have gone through their “community”, though their chat functionality and spoken to at least 10 customer service reps to resolve this issue.
The issue expands when it comes to 2 Factor Authentication. eBay wants its users to use this 2FA functionality, but when a user goes to REMOVE the 2FA funtionality, eBay generates phone “validity” error. In two years of trying, I have NEVER been able to remove 2FA from one of my accounts, and it happens to be an account I cannot change my number on also.
There are REAL and ACTIONABLE communication issues at eBay, the least of which is “not allowing users certain telecom functionality”. eBay is still as predatory as ever, and that is its culture. From the “we don’t work for eBay” and “eBay is not HERE” shilling and corrupted moderation of their community forums to the time crushing “internal issue” presented to me when I was just trying to change my phone number.
The error field in the image I have attached below occurs on ALL of my accounts, so I will only attach one. The second and third attachment show that eBay is NOT acknowledging that my account DOES have 2FA active and the third attachment shows that THERE IS NO OPTION TO REMOVE 2FA in their world where you can’t change your 2FA number if you needed to.
This is an FCC issue, and there are countless similar issues with this company. I would like to convey more, but eBay gets away with operational inefficiencies and internal criminality that would have destroyed most non-oligopolistic companies.

If your complaint is about your rights as a consumer, it should be taken up with the FTC and not the FCC.
But to be honest, neither will accomplish what you are seeking.

Thanks for the advice, but I do have Aline with the FTC as well. This is a communication issue that directly relates to a US telecom company, and they are not involved yet.

You are right about the potential for regulatory failure, but not with the EU. They are listening, and there are many avenues to pursue there, the least of which is in Brussels.
