So today I get a customer demanding a partial refund or else they WILL go to their CC for it. I tell them return for refund before they hit the chargeback option, then Voila! There is the chargeback for a partial refund amount. Oh yes, I reported them, Oh yes, I told them we do not do partials but would have gladly refunded with the item returned. Now we wait and see what happens next with the chargeback. This stuff more frequently happening on here.

A cardholder is always able to dispute a partial or the full amount -- it's a core question when filing a chargeback.
Because the card issuer is forever reachable by phone (they would not stay in business otherwise) the buyer is able to call them at any time to change their chargeback from a partial amount (which eBay relayed to you in the payment dispute) to the full amount, which eBay again relayed to you. And congrats on the courtesy refund!

all you need to do is show the evidence of delivery if he files a chargeback and you will win the case. Unless he can prove it was a empty package or something ridiculous. But he can only get his money back if its a legitimate chargeback. Most of the time the credit card company or bank takes the hit and you keep the payment and the customer gets refunded anyway. But after a few of these he will get busted for defrauding the credit card company or bank he uses. Just be sure to provide any evidence of delivery and respond to anything sent to you by message no matter what it is. I always try to be the last to respond in cases even if its just me saying i agree or don't agree. It shows I'm involved and they wont just take my money they will have to fight to steal it. Most scammers depend on you not responding to cases or being negligent. Stay two steps ahead at all times and know your ebay policy inside and out.

I don't believe this is a delivery issue but a NAD issue, buyer appears to have received the item. There is some indication, maybe because of the new chargeback policy, that eBay is providing some level of protection to the sellers for chargebacks under MP. Similar to what PayPal did prior to MP. Probably just another one of those things eBay forgot to anticipate when the chose to break ranks with PayPal.
CC companies and banks are seldom take the loss on a chargeback it is the merchant that takes the financial hit and pays the penality/processing fee. If a merchant receives too many chargeback claims the CC company may elect to either increase processing fees or simply deem the relationship to be too high risk and not allow the merchant to continue to accept their card as payment. This may be one of the underlying reasons behind eBay's revised chargeback policy. I would imagine the last thing eBay would want is to not be able to allow customers to use a CC to pay for their purchases. Estimates are chargebacks cost merchants up to $40 billion a year.

That being said, the times we've ran into trouble is when we bought into the buyer's story. That is not to say that every buyer's story is necessarily bad or that buying into their story will result in trouble, but I am saying that the times we got into trouble is when we bought into the buyer's story.
And I think that's what happened here, you may have deviated from the standard mantra chant?
And now you're in trouble, amazing how it works like a charm.

You take it however you want, but my experience with partials is they always want it all before it's over anyway... It's like the partial is just their way of warming up for the full refund.
I did read where you stated eaby refunded you as well...
That's good, but the buyer still got away with it, granted it's a step in the proper direction.
