On August 14 I shipped a t-shirt that someone in Sweden bought from me. Today, five months later, I received the package back with this label stuck on i: "Return - Refused - Incomplete Customs Documentation". My shipping label and customs declaration was created through eBay. This never happened before. What is going on? I have never heard from the buyer all these months. And I cannot find record of the sale on eBay because you can only go back three months or so. How do I solve this situation? At least I would like to return his money.

Don't panic. I had a similar experience. I spoke with the eBay group that handles this stuff and was informed that the "Return - Refused - Incomplete Customs Documentation" is a generic labeling for this situation.
As the buyer never inquired, it is not impossible that covid may have prevented the receipt of the item.

For what situation? What does Covid have to do with this? What does "incomplete Customs Documentation" mean. The Customs Documention is the label that eBay prints. It has always worked. What should I do? I can't even return the money since eBay will not provide me with sales older than 60 days.

You just keep the money and do what you want with the item, this happens regularly to people who ship enough internationally.

What does Covid have to do with this? It is possible that the recipient died. That would make the buyer unable to receive that package.
