I shipped an item to a buyer in Slovenia and it was returned to me two months later with a sticker on it with the box checked, "Refused by Customs".
The buyer paid for the item via Paypal. I used ebay to purchase a shipping label and it's address was auto-populated.
What is my responsibility? Isn't the buyer responsible for a correct shipping address?
I have no idea why it came back to me with the "refused" sticker.
Can anyone help shed light on what may have happened and what I am to do?
I have inboxed the buyer so that they are aware the package came back to me.

A strict reading of the rules means nothing I have will meet the EU Import Requirements.
I have researched to see if an individual selling their personal collection of old toys would have to meet the requirements. The closest I find is the EU rules states the requirements applies even if it is only one item.
The rules state that anything that has the CE mark must have the EO. Very old toys and toys no longer packaged do not have a CE mark, so does this mean they are exempt? I do not know.
I believe eBay had an announcement a while back as a reminder of the new enforcement action going into effect as of July 16, 2021.
I asked eBay if the new rules apply and what would happen if I mailed something. Did not get a very clear answer.

As a follow up, It appears that the reason it was return was that I did sign and date the customs declaration on the printed ebay shipping label. I resent at my expense in early September and it passed through the US international processing center in San Fransisco and I have not heard any more about it. Hopefully it made it to the buyer. Expensive mistake. The buyer offered to pay half of the second shipping cost but I could find no way for me to charged the buyer through ebay. Maybe there was a way that I was not aware of.
