The package wasn't refused, it was forwarded. Anybody can file a mail forwarding request when they move. The scan mentions a zip code issue so that's another possibility.

I'm not sure about this, but I believe that if a shipment is delivered to the address given by the buyer to eBay, but is forwarded after that, the Money Back Guarantee is no longer in play.
It's certainly true if the eBay address is a freight forwarder who then ships the purchase overseas.
And it is true if the address is Undeliverable.
This part:

Items collected by a third party on behalf of the buyer -Not covered
The buyer arranged their own shipping method, such as a courier pickup -Not covered
The buyer provided an invalid or incorrect address at checkout
-Not covered
Any thoughts?
It's an odd time of year to move house.
And it amazes me how many people who do move, do not purchase a Change of Address service from the Post Office.

It is legit business and package was sent there to the address that ebay has on file. I googled business and adress is correct. Tracking stated]s out for delivery and then forwarded.

If the package was refused the tracking would not show "Forwarded" but would show "Return To Sender".
Zip code is not likely the issue unless you hand labelled the package. If you printed it online the zip code would have been verified (accurately in most cases unless it's a single building with multiple zip+4's).

That is not likely forwarder but repair shop. When package is refused- can you refund without shipping without any EBay consequences?

If it was forwarded to different zip- would it list where it was forwarded?

There are people who use relations as their forwarders. So there's that.
And of course there is always the possibility of a typo.
The main point is- is the buyer complaining that he did not receive the shipment?
If he is not, there is no problem.
If he is, then the question is - does forwarding mean he cannot win an INR dispute?

Probably a better idea to cite ebay.com rather than ebay.ca when responding to U.S. sellers dealing with U.S. buyers.

I'm not sure how you came to the conclusion the item has been refused when the screenshot from tracking clearly says it's been forwarded to a different address.

As others noted the buyer has not refused the package. There are a couple of possible scenario's.
1. The buyer has moved and not changed his/her shipping address in eBay so packages are still being sent to their original address and the buyer has a mail forwarding setup with the post office.
2. The buyer is using a third party to forward packages to them because they are mobile or do not have a permanent address.
As to the application of the MBG that would come down to how eBay interpreted it should the buyer file a INR or NAD case. As others mentioned as long as the buyer is not contacting you about delivery I would not worry about it in the short term.

No it does not mean that. The buyer also could have entered the incorrect zip code or have the wrong address set up in their ebay address. That happens more often than people realize.
