Just like eveything on ebay. Start slowly, build platform trust, & then be granted more access.

Because you are new.

New sellers have limits.

The more you have completed successful transactions,

the more ebay will raise your limits.

There is no speeding up this process.

It takes time.

Kinda'  like that  90 day probation period on a new job.  If you perform well life is good - if you don't you  probably  start  all over some place else.

There are requirements and protocols for all sellers, especially new sellers.  You have to prove that you are a credible and trusted member, so limits will apply.  Once you've accumulated some positive sales and feedback, you can ask to have your limits raised.  Also note that any funds from sales will be held for 30 days before Ebay releases them to your bank account to insure that the transaction was completed with no negative recourse or problems.
