What if seller cancels an order choosing the reason "Buyer asked to cancel"? Does this affect seller performance? Does eBay verify if buyer really asked for cancellation? Is there any option for buyer to disagree the cancellation?

Buyers can make the request within an hour after that, eBay says they do monitor this.
If seller cancels without buyer request or address issue they do get a DEFECT.
Trinton has posted that eBay is checking messages etc for this to prevent sellers using it fraudulently.
QUOTE Trinton:
"Hey @zipykido, just wanted to let you know that a buyer is only able to initiate a cancellation within the first hour after payment. Beyond this point, while the buyer can certainly request this, the seller would be the party who needs to open the cancellation. While I understand some concerns have been expressed here about a seller using your conversation to say that you requested a cancellation, we are able to clearly see in messaging if a seller is the one who brought this up. We review patterns of cancellations to ensure that no abuse is present and while you are welcome to reach out to eBay if you have concerns, this is something we proactively search for so rest assured that you do not need to contact us in these instances if you do not want to.
Lastly, I do want to confirm that if your seller does not open a cancellation and issue a refund to you for some reason, you are able to pursue a refund through an item not received case. You can open this from your purchase history once the estimated delivery date has passed. If you have any account specific concerns, don't hesitate to reach out to customer service and they can review the transaction for you, no problem!"

If a seller cancels an order because the buyer asked to cancel it, the seller does not get a defect
Ebay can determine if the buyer really asked for the cancel or the seller is just saying that they did. If the buyer did NOT ask for the cancel, but seller used that as a reason, the seller gets a serious defect that can jeopardize their selling privileges.
I don't see why a buyer would disagree to a cancel they asked for, but strange things can happen I guess, if they change their mind. Sometimes a buyer gets to approve or decline a cancel, at least they used to, but as I have read, now they don't get to. Yet I read a post today about a buyer being asked to accept or decline the cancel.
If a buyer declines the cancel, the seller does not get their fees back.

Castle, the seller does get their fees back.. They don't pay money out of pocket for out of stock etc... Just the defect and the listing fee I think but they don't lose FVF on a sale that cancelled.
