Open box routers

I have recently been looking at eero pro 6E routers and nearly all of them are an open boxed new item my concern is why are they an open box item

Open Box usually indicates returns, doesn't mean they don't work.

I did the same search and saw lots of "New" or "Pre-Owned", with Open Box on a minority.
