Open up a message, see where a buyer has asked if I'll take less. I click Reply with Offer, and then send an offer.
Is there a way to see what offers I have sent in the past?
I've got an item listed that I'm fairly certain is the best deal on eBay for this item at $265
Bonehead initially offered $100 (to which I ignored).
Then a week later ups it to $150.
And he now keeps me aware that his $150 offer is still good (about once a week).
So today, he asked me re-send him the $200 offer.
I can't remember if I ever sent him an offer though???

That's possibly the problem, you might have sent that offer to another potential buyer, but left the checkbox checked to automatically send offers to other watchers (which is ON by default, not off like it should be).
Otherwise, he's just hoping you won't remember, and is trying to get a deal. I would probably even consider blocking someone who was messaging me that often with lowball offers, but that's of course up to you.

If you sent an offer to the buyer before you won't be able to send them a second offer. Just tell them you are changing the listing price to $200 and have them buy it now.

There should be a manage offers link at the top
