I have people offering me a price, and I agree, but they don't pay. If I message them and they don't respond can I cancel with feedback?

Buyers can only receive positive feedback.

If they don't pay, Ebay should cancel the order on day 5 and give the buyer a non-payment strike.

If the don't pay you within 4 days, a NPB complaint will be filed against them and they will get a strike on their account. They may be scammers as well, as you are somewhat new to selling here on ebay and the look for new sellers to defraud and steal from them. Make sure you put them on your buyer block list. Sorry this was your experience.

Not 100% sure of what you mean by "cancel with feedback," but if you cancel using eBay's recently revised unpaid item cancellation process, any feedback left by the buyer will be removed.

Please read and make sure you understand all the requirements and procedures regarding the new process. There's a lot of misinformation about it being posted on the discussion boards.

Remember to confirm whether your current settings require manual cancellation or are set for automatic cancellation. Very important to double check.
