I would like to know if any other ebay seller is giving only an hour to respond to an offer, when it used to give you 48 hours?

Sellers still have 48 hours to respond to an offer. However, eBay will now display a message that a seller responds in X hours based on that sellers average response time.
Of course they don't mention that this is an average, or usual timeframe and that they may take up to 48 hours if they choose.
And heaven help the seller that normally takes longer than 24 hours, for them eBay may choose to display "seller does not respond to offers".

I'm not sure what you are referring to as two scenarios are possible here.
If you mean buyer but typed seller, buyer can say that but Ebay rules still apply. Still, to avoid issues, just let it expire or decline.
If you mean the response time Ebay says you as the seller will usually respond in, then it would seem that that is the usual time you take. It is restrictive as what happened in the past may not be possible for you at this moment in time so it sets up unrealistic expectations.
You can add in your listing description that you respond generally in 24-48 hrs or whatever works for you.

If the listing is ending in an hour, the offer would only last that long.
