How do you offer discounts on a listed item?

I send discounts to people that follow listings. You do that by going on your seller hub. Under "tasks" there's an option to send offers to those eligible to receive them. They accounted for about 10% of my sales last year.  Not bad since I don't promote my listings any other way.

More details will help give a concise answer. Otherwise we’re all guessing what you’re wanting to do. 

Here’s my guess. 
You want your listing price to show 10% off when a potential buyer looks at the listing. 
Because you do not have a store subscription, your only option is to revise the listing by lowering the price. 
I think anyone who is watching the item will get a notification of the price change.
